Bernanke disappointment pushes Wall Street lower (Reuters)

NEW YORK (Reuters) ? Stocks closed sharply lower on Thursday after Federal Reserve Chairman Ben Bernanke gave no indications of new stimulus measures to boost the flagging economy in a keenly awaited speech.

Investors have been looking to Bernanke, who gave his outlook on the U.S. economy on Thursday, and other policymakers to address a host of concerns from slowing global growth to Europe's debt crisis.

A rise in jobless claims reported earlier in the day underscored the weakness in the U.S. economy and came ahead of a speech by President Barack Obama. Obama is due to speak at 7 p.m. and is expected lay out a plan for creating jobs.

"The Fed hasn't come out with more options or tools that the market wants or was expecting," said Tim Ghriskey, chief investment officer of Solaris Asset Management in Bedford Hills, New York. "The market was disappointed because this wasn't a game changer."

Banks were the biggest decliners after sharp gains on Wednesday. They have been one of the most turbulent sectors in the volatility that has engulfed equity markets this summer. The KBW Bank Index (.BKX) fell nearly 3 percent.

The Dow Jones industrial average (.DJI) dropped 119.05 points, or 1.04 percent, to 11,295.81. The Standard & Poor's 500 Index (.SPX) fell 12.72 points, or 1.06 percent, to 1,185.90. The Nasdaq Composite Index (.IXIC) lost 19.80 points, or 0.78 percent, to 2,529.14.

Among bank shares, JPMorgan (JPM.N) fell 3.8 percent to $33.51, the biggest decliner on the Dow. Bank of America Corp (BAC.N) fell 3.7 percent to $7.20. The S&P 500 financial sector index (.GSPF) lost 2.3 percent.

The VIX volatility index (.VIX), a measure of expected market turbulence, rose 2.8 percent to 34.32. Although down from levels seen in August, it is still elevated compared with early in the year.

Volume on the NYSE, the Nasdaq and Amex was 7.46 billion shares, 13 percent below the 20-day moving average, a sign that participation is weakening after the high volume sell-off in August. About 76 percent of NYSE shares fell.

The current market conditions mean that short-term views are dominating and company fundamentals are taking a back seat.

"All of a sudden everybody is a trader, now, nobody is an investor," said Sam Ginzburg, a senior trader at First New York Securities. "Everything is trading macro, everything is trading on psychology, and everybody is staring at charts."

Stocks of health insurers fell The Morgan Stanley Healthcare payor index (.HMO) fell 2.4 percent, while Aetna Inc (AET.N) fell 1.9 percent to $39.19.

A U.S. appeals court on Thursday overturned a lower court ruling that the federal government could not compel people to buy health insurance or face paying a penalty. The appeals court ruled only that Virginia did not have standing to challenge the federal law. It did not rule on whether the mandate itself was constitutional.

The S&P 500 struggled to hold up the 1,200 mark although it broke above that level earlier in the day, which could mark a significant resistance level for the market.

On the upside, Yahoo shares (YHOO.O) rose 6.1 percent to $14.44 after a top shareholder, Third Point LLC, demanded that Yahoo overhaul its board of directors.

Shares of SanDisk Corp (SNDK.O) , a flash memory maker, jumped 2.4 percent to $38.52.

Separately, the government said the U.S. trade deficit narrowed considerably in July, a positive signal for economic growth in the third quarter after a sluggish first half.

Obama's Fuel Economy Rules: Why 54.5 Mpg Doesn't Really Mean 54.5

In July, President Obama announced an aggressive new set of fuel economy regulations. The rules, known as the Corporate Average Fuel Economy (CAFE) standards, set a 2025 target of a 54.5 mpg fleetwide average. That includes a 5 percent mpg increase every year from 2017 to 2025.

Considering that today only a handful of cars, such the Toyota Prius, have window stickers that display estimated fuel economy figures even close to 54.5, this new law sounds like it will have sweeping consequences for the cars we drive. But don't take the number at face value. As usual, there are some huge caveats and legal loopholes that mean the fuel economy of the cars we buy in 2025 will be much lower than that 54.5 figure.

Calculating Mpg


The National Highway Transportation Safety Agency (NHTSA) is the government department that administers CAFE, and it uses a particular set of formulas to calculate a vehicle's fuel economy. The confusing part, though, is that these are not the fuel-economy numbers that you see on the window sticker of a new car: The Environmental Protection Agency (EPA) churns out those numbers. Why the two methods? Oh boy, that's a long story. But the simple takeaway is that the lab testing used to calculate CAFE consistently produces fuel economy figures that are unrealistically high. They're about 20 percent above what you'd get in the real world, according to Dean Drake, president of the Defour Group, Fenton, Mich., a consulting firm that works for the Alliance of Automobile Manufacturers, a Washington lobbying group.

The EPA is well aware of this, and doesn't disagree that CAFE testing is unrealistic. In fact, the agency introduced new stickers for cars starting in 2007, based on a more realistic attempt to duplicate "real world" mileage. It's still done in the lab, but adds driving at high speeds, accelerating aggressively, air conditioning use and driving in cold temperatures. Yet CAFE testing remains unchanged?one reason why carmakers will be able to meet a CAFE standard like 54.5 mpg with cars that don't perform nearly that well in reality.

Also, there are a series of credits built into the CAFE rules that carmakers can earn toward meeting the target. Electric vehicles can be counted twice, for example, which would aid an automaker's average mpg for its fleet. Companies get credit for adopting more environmentally friendly air-conditioning refrigerants, too.

Add up the generous calculation, the credits and the other loopholes that have yet to be revealed, and most industry watchers say that 54.5 mpg will actually end up to be about 40. And to muddy the waters even more, that 40 mpg figure assumes that Americans will buy fewer trucks. According to an EPA estimate, the 2025 U.S. vehicle mix would be 68 percent cars and only 32 percent trucks. That's a big presumption: This year, U.S. sales through July came to 51 percent cars and 49 percent trucks, according to AutoData Corp. in Woodcliff Lake, N.J.

The truck?car mix is important because a carmaker's fleet mpg average is based on the footprint (a rough estimate of vehicle size?essentially wheelbase multiplied by the distance between the tires). Vehicles with larger footprints have lower mpg targets. The idea behind the footprint rule was to force all classes of vehicles to become more fuel-efficient; the government wanted to stop automakers' practice of simply dumping thousands of cheap but efficient cars into the market to offset the bad mpg numbers of thirsty and more profitable trucks and SUVs.

The footprint rule means that we'll have a wide variety of vehicles types to buy. However, it also mean that if one company built nothing but large trucks, its fleet average would be considerably lower than other companies. The intent of the CAFE law is to acknowledge that some companies would build more small efficient cars than others do, but if you took the U.S. vehicle fleet as a whole, it would average out to achieve the 54.5 mpg target.

Meeting the Standards


Even if the 54.5 mpg is artificially high and the real-world number will be closer to 40 mpg, meeting that standard by 2025 is still a tall order. But we already know much of the technology that will be deployed in the coming decade in pursuit of the goal:

?Smaller engines. We're already seeing luxury cars like the new Audi A6 offering the choice of smaller turbocharged engines alongside the usual V6. Expect this trend to continue.

?More hybrids. Within two years, Toyota will have 11 hybrid models. Other companies will grow their hybrid lines too.

?Fuel-saving features. Cars like the Chevy Cruze ECO use electronically controlled grill shutters to reduce drag and low-rolling-resistance tires. Look for this kind of tech, plus systems that shut off the engine when the car is stopped, to proliferate.

?High-tech engines. The gasoline engine is in no danger of death; automakers are continuing to develop new hardware for it. For example, Mazda's upcoming Skyactiv engine family debuts a cam timing system that allows the engine to switch between combustion cycles?the Atkinson and Otto cycles?to save fuel.

?Lighter weight. Expect cars to lose at least 200 pounds through the use of high-strength steel, aluminum and composite materials.

?More EVs. No doubt, car companies will offers more electric-only cars like the Nissan Leaf. Ford's EV Focus arrives in a few months, and BMW's electric i3 is coming in 2013. Most industry analysts predict that EVs will make up about 2 percent of the new-vehicle market by 2020. That may not sound like a lot, but it amounts to 240,000 cars.

The Bottom Line


We know our cars will become more efficient. What we don't know for sure are the details, especially how much money CAFE will save, and for whom it will save it. President Obama says that by 2025 the new CAFE regulations will save consumers $8200 in fuel cost over the life of the vehicle. But that depends on the cost of fuel, and it doesn't account for the extra money we'll all have to pay for the added features. It's tough to predict exactly how much that will amount to, but assume at least an additional two grand added to the bottom line of each new car in the coming decade and a half.

But, then again, maybe this is all hot air: There's a "mid-term review" scheduled for 2019, and at that point, anything could happen.
