Finland's PM proposes bank-funded EU crisis fund

HELSINKI (Reuters) - Finland's prime minister has proposed a banking sector-funded European crisis fund to recapitalize troubled banks as part of Europe's plans for a banking union to tighten supervision.

The premier of triple-A rated Finland, one of only four remaining euro zone members to retain the top credit rating, also said the European Union should fully implement decisions made to establish closer fiscal union.

"We should be able to build a system where banks cannot shake up whole countries. One solution in addition to monitoring could be European banks' crisis fund," Jyrki Katainen was quoted as saying in an interview with economic magazine Talouselama published on Friday.

He suggested the fund, which would get its money from European banks, would be used to recapitalize viable parts of troubled banks.

The European Central Bank, the European Commission and euro zone member states are working on a proposal for creating a banking union and are debating what powers the new bank watchdog should get. The plan is expected to be announced in September.

While Katainen's government is pro-euro, it has taken a tough stance on bailouts and has demanded collateral in exchange for loans to struggling euro zone countries. It has also opposed measures such as the European bailout fund buying sovereign bonds in the secondary markets to support weak euro zone states.

"The euro (zone) cannot be developed in a way that all members cannot accept or that would weaken competitiveness of some who take care of their public finances well. There would be no sense to do so," he said in the interview.

On closer fiscal union, Katainen said recent decisions needed to be enforced.

"We have already created the rules. Now it is about the euro zone fully implementing these rules and following them," he said.

The magazine said Katainen also said that too often recent decisions in the EU had been made as a result of talks between large economies like Germany and France.

Katainen said that although he supports a strong European Commission, he wants national governments to keep control over taxation.

"I don't support that kind of EU, where the EU's budget is significantly increased or taxation responsibility and power is fully, or even in significant parts, moved to the union level."

He has said previously that he believes a strong European Commission is important to ensure smaller states have a say in decision making.

Pro-Islamist elected Libya assembly chief

Mohamed al-Megaryef, a staunch opponent of Moamer Kadhafi's overthrown regime who is seen as being pro-Islamist, was elected president of Libya's new national assembly late Thursday.

Megaryef, who had led the Libyan National Salvation Front, which grouped exiled opponents of Kadhafi, won with 113 votes in the General National Congress (GNC) against liberal independent Ali Zidane, who got 85.

Libya's National Transitional Council on Wednesday handed power to the new assembly, in a symbolic move marking a peaceful transition following the overthrow of Kadhafi's 40-year dictatorship in an uprising last year.

Megaryef, born in 1940 in the eastern city of Benghazi, was elected to the GNC under the flag of his grouping, renamed the National Front Party. The poll for leadership of the new body was broadcast live on Libyan television.

UN Council to maintain pressure on Sudan rivals: US

The UN Security Council is "dead serious" about a threat to impose sanctions on Sudan and South Sudan if they do not complete a peace deal, US ambassador Susan Rice said Thursday.

The Security Council and the African Union "intend to hold the parties' feet to the fire" to keep their promises, Rice told reporters after a meeting on disputes between the neighbors who came close to all out war this year.

AU envoy Thabo Mbeki, the former South African president, briefed the council by video-conference on his efforts to ease tensions between Sudan and South Sudan, who separated in July last year.

The UN Security Council had given the rivals until August 2 to resolve all their disputes. But it was only a day later that they struck a first accord on how to share the wealth from oil reserves that straddle the unsettled border.

Setting a border, control of the disputed territory of Abyei, citizenship and other disagreements remain. Their armies have clashed repeatedly this year.

Rice said the oil accord was encouraging but that it was "vitally important" to carry out all parts of UN resolution 2046 that set the August 2 deadline. "It is not a Chinese menu from which the parties can pick and chose," she commented.

Sudan and South Sudan "must understand that the African Union and the United Nations Security Council are dead serious about implementation of their decisions and resolutions," said Rice.

"This council has been very clear in underscoring its intention to consider additional measures," including economic sanctions, if their accords are not fully implemented.

The envoy said the Security Council was not setting a new deadline for an overall accord between Sudan and South Sudan, which fought a two decade civil war up to 2005 in which two million people died.

She said UN Secretary General Ban Ki-moon had to produce a report on the Sudan rivalry by September 2 and Mbeki would brief the council again.

The Security Council wants the border, Abyei and other disputes resolved "in very short order and we are ready to respond to their actions," Rice said.

"Nobody is expecting this to draw itself out over a period of months without a response from the council, quite the contrary, but we are also realistic," she added. "We are very clear that the two parties have to move quickly."

Rice also welcomed Sudan's agreement to let humanitarian agencies into its conflict-stricken South Kordofan and Blue Nile states but said it was also urgent for this to be carried out. The United Nations says there is a humanitarian crisis in the two states.

The U.S. women will compete Thursday afternoon for Olympic gold in water polo.

And the team captain, Brenda Villa, will hopefully lead them to victory.

At 5-feet-4-inches she is the smallest player on the women's team but she is fierce.

Gold or silver, this will be the fourth Olympic medal for Villa. With her team, she has won two silvers and a bronze but never a gold. They play Spain at 2 p.m. Central time today.

Born and raised in California, Villa is the daughter of working-class Mexican immigrants from Jalisco. Her dad worked as a janitor and her mom a garment worker.

"I am proud of my roots," Villa told NBC Latino. "My parents came here and tried to make it here and that is instilled in me."

A graduate of Stanford University, Villa also founded Project 20-20 to give low-income children an opportunity to swim and play water polo.

"If there are enough role models for everybody then every little kid can dream big," Villa told NBC Latino.

Villa, 32, may retire after this Olympics. But she is a groundbreaker and her legacy will live on with the children she inspires to swim and play.

(AP) ? One of China's most politically charged murder trials starts here Thursday. But talk to the student at the cafe, the taxi driver, the software salesman and the flower seller ? none of them has any idea that a courtroom in this grimy industrial city soon will be the center of China's political universe.

As everywhere in the country, the talk in Hefei is more about China's medal success at the Olympics than the drama surrounding Gu Kailai, who is accused of murdering a British businessman, when her husband Bo Xilai ruled the roost as the Communist Party boss of Chongqing metropolis.

Gu's case may have riveted the international community, but it is barely causing a ripple among ordinary Chinese, underscoring how far removed such high-stakes political maneuvering is from their lives.? The lack of awareness points in part to the government's relative success with censorship and limiting media exposure of the case, which has embarrassed the Communist Party ahead of its carefully managed once-a-decade reshuffle of power later this year. Bo was a contender for a top job until his downfall earlier this year.

"I rarely pay attention to such news because politics has very little to do with my own life," said Gong Genwu, a 23-year-old computer software salesman who was strolling back to work after lunch outside a shopping mall across from the Hefei Intermediate People's Court.

Gong said this was the first time he had heard about the trial and even Gu's name. Pressed for an opinion on the scandal as a whole, he added: "What can I say? If a murder really was committed by someone close to a high official, this shows that they are on a different level than ordinary people. Perhaps some of them lack morals."

As the party boss of Chongqing, Bo was prominent, powerful and popular. Lawyer Gu ? even though she didn't have an official role in the party ? wielded enormous influence thanks to her husband.

Their life fell apart when an aide to Bo fled briefly to an American consulate in February, apparently with evidence of the Bo family's involvement in the death of Neil Heywood, a British businessman who had dealings with Gu. That resulted in Bo's removal from key posts and an April announcement that Gu and a household aide were chief suspects in the Briton's murder.

In London, Heywood's mother accused the press of spreading lies about her son. "You've all behaved so appallingly," Ann Heywood said outside her home. British media have suggested Neil Heywood was involved in money laundering, worked for British intelligence or that he was Gu's lover. Ann Heywood claimed to know more about the case than was in the public domain, but she wasn't specific and said the truth would come out eventually.

Unconfirmed theories abound online as to why the murder trial is being held in Hefei, capital of Anhui province. Key among the leadership's considerations could be to move the case away from Bo's influence in Chongqing and the heavy political shadow of Beijing.

"In Chongqing, people would have said there is a local bias either for or against," said Francois Godement, a China politics expert at the European Council on Foreign Relations. "In Beijing, it would have been a high-profile political case."

Also, Wang Shengjun, the head of China's Supreme People's Court, the country's highest court, was once in charge of Anhui's judicial system. All courts in China are under the control of the Communist Party, but the link with Wang may be one reason Hefei was picked for the trial.

These speculations are of little concern to ordinary Chinese, especially when they are engrossed by the medal-sweeping performance of their athletes at the London Olympics and the tragedy of athlete Liu Xiang, who crashed to the ground during his 110 meters hurdles race on Tuesday.

"I've been mostly keeping up with news about the Olympics," said bank worker Tang Chaoli, 22, who added that he had read about Gu's case in a newspaper but was unaware that the murder victim was a foreigner. "I haven't paid attention to the details of the murder case."

Asked if he might try to attend the trial, Tang said with a laugh: "No way. I have to go to work."

In any case, trials like this are generally behind closed doors. Some British diplomats are expected to attend, but international media will be kept away.

An Associated Press photographer arriving in the city of 7.5 million people ? 1,300 kilometers (800 miles) from Chongqing and a two-hour flight south from Beijing ? was followed from the airport to a hotel and filmed while he was checking in Tuesday evening. On Wednesday, traffic was light and aside from several police cars parked around the court and the government building, security seemed minimal.

The government has curtailed reports on the case to brief announcements by the main propaganda outlets, Xinhua News Agency and China Central Television. Searches for Bo and Gu's names on China's hugely popular microblogs, where millions of users share information, opinions or vents, have been blocked for months. Even searches for "Hefei Intermediate People's Court" now turn up results that are partially blocked.

In China, ordinary people generally shun public discussion of political issues, knowing that they can be a minefield in which the boundaries of fair speech are unclear under the authoritarian government's strict controls.

The Hefei courthouse, an imposing building fronted by a flight of stairs, is situated in the city's new civic district about 10 kilometers (six miles) southwest of the downtown area and the parks that make up the city's main tourist attractions. The district comprises office buildings and construction sites that center around the Hefei city government offices.

A student working on his laptop at a cafe across the street from the court said he had heard of Gu but not the trial, and was too busy studying to care. A female taxi driver had never heard of Gu, or Bo, or the trial. So said a keeper of a flower shop down a nearby lane as well as a bottled drinks seller and a man flying a kite in a park by a lake.

Most, like the bank worker Tang, explained that the case had no relevance to them.

"Politics is so tiring. It's so distant from normal people's lives," he said.

Shares of online travel agencies plunge amid shaky forecasts from Priceline.com and Orbitz

NEW YORK, N.Y. - Some of the best-known online travel companies say growing economic uncertainty is causing fewer people to travel, especially in Europe.

Shares of the group plunged Wednesday, led by Priceline.com Inc. and Orbitz Worldwide Inc., who both cut their earnings and revenue expectations for the year. Both stocks were among the worst performers in the S&P 500.

The travel industry, in general, has remained strong as concerns mounted about the global economy faltering. But there have been warnings, including those from major hotel chains like Marriott International Inc., that slowing international growth may start to cause even well-off travellers to rethink their plans. Online travel companies are also being hurt by airlines' continued effort to keep costs low. Airlines are cutting flights to save money, which means fewer seats for travel bookers to sell.

Priceline.com Inc. late Tuesday reported lower-than-expected second-quarter revenue and warned European weakness would lead it to fall short of Wall Street's earnings and sales expectations for the year. Priceline's business is focused heavily on travel to Europe.

In afternoon trading, shares of Orbitz lost 25 per cent, or $1.17 to reach $3.49. Priceline gave up 17 per cent, nearly $113, to hit $566.88. TripAdvisor fell 5 per cent, or $1.98, to $36.68. Expedia, which had opened the day lower, recovered and was up 76 cents, or 2 per cent, to $36.43.
